General Chairman Greeting

It is a pleasure to welcome you to the 12th Packet Video Workshop, held in Pittsburgh, Pennsylvania, USA, April 24-26, 2002. The Packet Video workshops are devoted to presenting technological advancements and innovations in video transmission over packet networks, in particular the Internet. Packet Video workshops have been unique in providing a common ground for people from the video coding and networking fields, chartered with the mission to promote research and development in emerging video streaming and multimedia networking. The multi-disciplinary character of Packet Video offers a forum for interaction between application research and network research.

This year we encouraged paper submissions of business and consumer applications, in addition to presentations on theory, practice and standards activities. Many researchers answered the challenge by contributing extremely high quality papers, as evidenced by the feedback provided by our reviewers from academia and industry. The workshop featured presentations, both oral and posters, and plenary addresses. It is our pleasure to present all papers in this collection. We present the proceedings in the form of a CD-ROM for your easy handling and searching.

Our deep appreciation is extended to all the authors for their timely contributions. Our sincere thanks go to members to the Technical Program Committee, for the very high-quality reviewing. We acknowledge gratefully all the members of the Organizing Committee: Prof. Rohit Negi for finance, Cha Zhang for publicity, Dr. Chang Wen Chen for exhibits, and many student volunteers. We also thank Ms. Barbara Grandillo for making the CD-ROM conference. Last but not the least, our very special gratitude goes to Ms. Marlene Layton whose organization expertise has been truly invaluable to the success of the Workshop.
